The clue "Skimlet Frees Howard" is the key. Just sit back and watch while T Rex walks out, eats the monkeys and one leftie. Grow a tree 2 squares left of the upper goal to trap one leftie and direct the other leftie to be eaten by T Rex. Walk Howard through the bottom opening to trip the upper left switch and quickly park him one square below the switch. Skimlet is then free to trip the other switch and free Howard. Avoid the T Rex and walk both wizards home.
