My favorite sound effect and music site is www.soundrangers.com. Though, their specialty is sound effects not music.

J Squared Productions (http://www.jsquaredproductions.com) did an excellent job on music for my game Trials of Werlin (http://www.bantamcity.com/werlin) . I would highly recommend them for puzzle game music.

Now, if you have your act together with your game, you might try talking to Emmett at http://www.funkbunny.com to see what he can do for you. I hesitate to draw him away from my project which he is currently working on, but I shouldn't be selfish. The man does outstanding work, quickly and cheaply, in any style you could ask for. In fact, before you buy royalty-free music, however cheap and wonderful you think it is, first talk to Emmett and ask him to make a sample for your game.

The Music Bakery (http://www.musicbakery.com/) has a good royalty-free music library, and is responsive to customer support e-mails. Media Tracks (http://www.media-tracks.com) has a small section, but their pieces are reasonably priced. Sound Ideas (http://www.sound-ideas.com/) is also good, but their libraries are generally much pricier than the others here. They have ultra-low-cost multimedia libraries such as Captain Audio (http://www.sound-ideas.com/captain.html), which isn't bad. Sounddogs (http://www.sounddogs.com) has a good effects library, but limits distribution to 10,000 units, (that is to say that they "may require" additional licensing if you are distributing more than that).
