Here's a rough walkthru, I'll leave the details for you:

You need the penguin to make 2 icy paths vertically, directly to the right of Howard the Green Wizard. This will be made possible due to the group of fires at the bottom of the screen. Then have a fire frog 'erase' the right-most of the 2 paths (direcly next to the blue Sitz), So Howard can walk towards the Sitz, but stop at the water, and then down the remaining icy path. Be careful because Howard walks faster than the penguin, so you don't want him to run into the penguin as he slides down the ice. Then use the second frog to thaw/erase a horizontal path of ice, so that Mattius the Red wizard can slide and stop on his goal.
